Do You Need Planning Permission for a Kitchen or Bathroom Renovation?
This is general guidance, not a substitute for checking with your local council or building control — rules vary by property and by borough. But here is the short version of what usually does and does not need permission.
Most internal renovations do not need planning permission
Replacing or updating a kitchen or bathroom within its existing footprint — new units, new sanitaryware, retiling, rewiring, replumbing — is internal work and generally falls under permitted development, meaning full planning permission is not required.
This changes if the property is a listed building, in a conservation area, or if your lease (for flats) requires freeholder consent for internal alterations — always check your lease or listing status first.
Building Regulations are a separate matter from planning permission
Even when planning permission is not needed, Building Regulations still apply. Electrical work in a kitchen or bathroom must comply with Part P of the Building Regulations. Plumbing and drainage changes, ventilation, and any structural work also need to meet current regulations, regardless of whether planning permission was required.
This is a legal requirement, not an optional extra — reputable contractors will self-certify this work or arrange building control sign-off as standard practice.
When you are more likely to need permission
Moving or removing a structural (load-bearing) wall — this needs both structural calculations and, depending on the change, may need Building Regulations approval even without full planning permission.
Extending the property, converting a loft, or changing the external appearance of the building (new external door, extractor vent through an external wall in a conservation area, etc.).
Listed buildings and conservation areas — even internal changes can sometimes require Listed Building Consent, so it is worth a quick call to your local planning department before starting.
